DMHC Fines Blue Shield, Care 1st $457,500

The California Department of Managed Health Care has fined Blue Shield of California and Care 1st Health Plan a total of $457,500 for mishandling grievances filed by its enrollees.

            The DMHC determined that in 52 separate cases, the health plans engaged in violations of the consumer grievance guidelines, including 34 for San Francisco-based Blue Shield and 18 for Monterey Park-based Care 1st. Blue Shield was accused of 61 violations in total; Care 1st was accused of 30.
