California\'s biggest grant recipient from a U.S. Department of Health and Human Services initiative to improve insurance enrollment under the Affordable Care Act was deemed earlier this year to potentially owe that agency millions of dollars due to improperly documented billings. HHS Secretary Kathleen Sebelius announced on Wednesday that Family Health Centers of San Diego received $861,208 as part of a nationwide initiative to get low and middle-income Americans to obtain health insurance as part of the ACA. The initiative is being undertaken by the Health Resources and Services Administration, an arm of the HHS.

Hepatitis C is expected to ravage the livers of millions of Americans and cost the healthcare industry billions of dollars to treat in the coming years, but a new study by the Oakland-based Kaiser Permanente suggests controlling the chronic condition early can dramatically reduce costs. Hepatitis C affects about 4 million Americans, including at least 600,000 Californians, according to the state’s Hepatitis C Task Force.
Michigan Blues Saves $155 Million Via Medical Homes Premium Content

The patient-centered medical home program created by Blue Cross Blue Shield of Michigan has been a success, leading to an estimated savings of $155 million during its first three years of operation, as well as improvements in quality of care. Medical homes have been implemented through a variety of pilot projects in recent years. Patients are assigned a regular “home” to initiate all care; it may be a physician\'s office for a commercial health plan enrollee, or a community clinic for lower-income patients. A specific focus is placed on management of chronic conditions such as diabetes and asthma. Patients are also offered services such as 24-hour phone hotlines or same-day appointments to access care quickly.
Minnesota Hospital Says Bullying Public Health Threat Free

A new study by the Children\'s Hospitals and Clinics of Minnesota has identified bullying as a public health threat, noting that special needs children are particularly vulnerable to such predation. The study concluded that about one in seven children in Minnesota is a victim of bullying, or about 100,000 kids in total. Such kids are more likely to suffer from anxiety, depression or other issues that are connected with health problems. The study did not offer any specific health statistics tied directly to the effects of being bullied.

The Covered California health insurance exchange has announced the plans that will be offering pediatric dental benefits starting in early 2014. The plans are Delta Dental of California, Anthem Dental, Blue Shield of California, Health Net Dental, Liberty Dental Plan and Premier Access Dental. Five of the carriers are offering standalone coverage, while Health Net will offer coverage only in a bundle with healthcare coverage.
Lung Cancer Program Shows Results Free

A pilot program conducted at El Camino Hospital in Mountain View to speed treatment of lung cancer patients has proven so successful that it will be used by at least three other hospitals in the Southeast, East and Midwest. The program, known as the 360 Community Hospital Program, is spearheaded by the San Carlos-based Bonnie J. Addario Lung Cancer Foundation, It has also drawn interest from hospitals in California, officials said.
Kaiser Plan Fined $4 Million By DMHC Premium Content

Kaiser Foundation Health Plan was fined $4 million by the Department of Managed Health Care on Tuesday for creating barriers to its enrollees in obtaining mental health services. The fine was the largest by the agency in five years, and comes as the DMHC has come under scrutiny for a declining number of sizable penalties against insurers. It also comes just weeks after the ouster of the DMHC attorney who oversaw such disciplinary actions during the period of decline.

But some insurance companies seem to be more in than others. At least five Blue Cross and Blue Shield executives sat at the table of about a dozen CEOs with the president, according to those knowledgeable about the session, first reported by the New York Times. Just as significant is who wasn’t there: chiefs of the country’s biggest and third-biggest health insurers, Minnesota-based UnitedHealth Group and Aetna.

UM Health, MidMichigan Systems Move Toward Affiliation Free

MidMichigan Health has agreed to affiliate with the University of Michigan Health System, creating a system with five acute care and two specialty hospitals providing service in the eastern-central portion of the state. The parties reached terms on an affiliation agreement last week. Although specific financial terms were not disclosed, UM Health will hold a small minority interest in MidMichigan, and control two seats on it 17-seat board of directors.

Molina Healthcare, the Medi-Cal/Medicaid managed care insurer, has sold and leased back its company headquarters in Long Beach and another office building in Columbus, Ohio, for $158 million. The transaction occurred just 18 months after Molina bought the Long Beach property. It was conducted with a real estate subsidiary of Angelo, Gordon & Co., a New York-based investment firm that specializes in non-traditional transactions.
Hill Physicians Reports Flat Earnings Premium Content

Hill Physicians Medical Group, the largest independent physician practice in Northern California, reported moderately improved net income and revenue for calendar 2012. Hill Physicians, a not-for-profit based in San Ramon, reported net income of $11.8 million on revenue of $491 million. Net income rose less than 2%, from 2011\'s net income of $11.6 million. Revenue was up 2.2%, from 2011\'s $480 million.
