Covered California Exchange 2020

After restoring the penalty for remaining uninsured and boosting financial help to pay for coverage (two state provisions that are new in 2020):

* About 32,000 middle-income Californians who were not eligible for federal assistance qualified for state subsidies, which averaged $504 a month. A total of about 625,000 customers qualified for the state aid.

* The two provisions helped keep premium increases to a low 0.8%, on average, for 2020.

* There was a 1.6% increase in sign ups for 2020, to 1.54 million people.  The boost was driven by a 41% jump in new customers, which offset an 8% decline in renewals.
