DMHC Freezes Loma Linda Enrollment

Action Comes Due to RBO’s Lack of Financial Filings

The Department of Managed Health Care has suspended enrollment in Loma University Health Care's risk-bearing organization after it failed to file financial disclosures in a timely manner.

The DMHC stopped enrollment as part of an enforcement action it took on April 3. No monetary penalty was assessed, according to records.

Based on the DMHC's findings, Loma Linda was supposed to file its fiscal 2012 financial disclosures with the DMHC on Nov. 30 of last year. As of late March, it had yet to do so.

Altogether, Loma Linda has about 8,900 enrollees in its risk-bearing organization, most of them delegated by Anthem Blue Cross of California and the UHC Health Plan. According to the DMHC, the enrollees are in Los Angeles, Orange, Riverside, San Bernardino, San Diego and Ventura Counties.

The delay was “the result of challenges it has encountered in installing a comprehensive

upgrade to its information systems software,” according to a statement issued by Loma Linda. “The upgrade in LLUHC’s systems software has now been completed and LLUHC anticipates that it will complete and file the Annual Survey Report within the next week in order to bring it into full compliance with the requirements of the Department of Managed Health Care.”

The financial survey Loma Linda most recently filed with the DMHC was unavailable. The agency does not post them on its website.
